Spanning over 41,000 square metres, this high-density master plan introduced a revitalised urban vision to Morgan, Murray and Forsyth Streets. Where aging buildings once stood, the plan now supports a mix of residential, commercial and cultural infrastructure, with an emphasis on infill development, housing diversity, and sustainable growth that responds to Wagga Wagga’s evolving needs.
Planning and Urban Framework
The master plan framework carefully mapped out density, activation, connectivity and land use, balancing future housing demands with Wagga’s cultural and commercial aspirations. Through modelling, scenario testing and stakeholder engagement, MDP identified pathways to deliver a vibrant, walkable precinct that aligns with council and community objectives while shaping a future-ready urban form.
Unlocking the full potential of this precinct required more than smart design—it demanded systemic change. MDP led a collaborative planning process to introduce a site-specific Development Control Plan, advocating for updated local controls to reflect the area’s real potential. Navigating a complex and lengthy approvals pathway, our team delivered an outcome that not only overcame legislative constraints but set a precedent for future urban revitalisation across the region.

The client initially sought a straightforward commercial redevelopment—but through early collaboration, MDP uncovered broader potential.
